1. VENUE
The 14th edition of the Wind World Festival will be held from May 31 > 6 june in Mondello, Sicily and will include racing for the Laser & Mistral One Design Olympic Classes as well as for Hobie Cat and "A" Class Catamarans. Racing will take place in the Bay of Mondello. Average air temp. 22/30° Average wind speeds: 2/5 Beaufort. This is an ISAF Grade 2 Ranked Regatta for Mistral.
2. ORGANISING CLUB
The regatta is organised by the Albaria Windsurfing Club with the support of the FIV, of IMCO International and National, of Hobie Cat fleet 386, of "A" Class Catamarans & the International and National Laser Class Association.
3. SCHEDULE
• Windsurf: Nations Cup - june2 > 6 (IMCO)
• Sicily Grand Prix - june 5/6 (IMCO)
• Night Race - June 5 (Mistral One Design)
• Sicily Grand Prix - June 4/6 (Hobie Cat, A class)

• Italian Championship A Class - May 31st/June 4th (A Class)
• Laser Italia Cup - June 4/6 (ILCA)
The Racing Schedule consists of a series of races that will start on Wednesday June 2nd with the “Nations Cup” and will finish Saturday/ Sunday - June 5/6 with the “Sicily Grand Prix”.
The full schedule will be published in the SIs.
4. RULES
The Merit Cup Festival will be governed by the Racing Rules for Sailing 1997 - 2000 (RRS); The relevant Class Rules (except as modified by the NoR and the SIs); this Notice of Race (NoR); the Sailing Instructions (SIs) and the prescriptions of the National Authority when they apply. In the event of conflict the SIs. shall apply. The event is classified as category “C” under RRS App. G.
5. ELIGIBILITY & DISCIPLINES
All entries shall meet the requirements of RRS App. K. A minimum of 1 race is required for a valid regatta in that fleet/division/event. Competitors are required to comply with the relevant Class Membership Rules. Competitors shall possess
third party liability insurance.
6. FLEETS & DIVISIONS MISTRAL ONE DESIGN
Windsurf Nations Cup: max. 80 competitors; 40 coming from ISAF and Class’ Ranking Lists and 40 (or more until the max. of the 80 total competitors) coming from the National Class’ Ranking Lists, all with the rotation system. The regatta shall be a multi - discipline event which may include course racing, freestyle, long distance & longboard slalom.Windsurf Sicily Grand Prix: The 80 competitors coming from the Nations Cup shall participate plus another 20 new competitors.
The regatta shall be a single discipline course racing event
LASER
Laser Italia Cup: no entries limit. The regatta shall be a single discipline course racing event
HOBIE CAT AND "A" CLASS
Sicily Grand Prix: max. 20 entries for each Class. The regatta shall be a multi - discipline event which may include course racing & long distance.
KIEL BOAT : max. 50 entries. The regatta shall be a single discipline long-distance event
7. ENTRIES
Entries shall be made in writing by completing the attached entry form and sending it with entry fee, before May 1 (for Windsurf Nations Cup) or before May 15 (for Sicily Grand Prix Mistral, Hobie Cat, Laser, Class A.) to the Albaria Windsurfing Club who reserve the right to refuse entries. Competitors shall produce current Class Membership Cards at registration. The Entry fee,
includes one gadget and free entrance for Social events.
Entry Fees:
Windsurf Nation Cup and Sicily Grand Prix: Lit.100.000 per competitor;
Mistral Sicily Grand Prix: Lit. 50.000 per competitor;
Hobie Cat, Sicily Grand Prix: Lit. 100.000;
Laser Italia Cup: Lit. 50.000;
Class A: Lit. 100.000.
Competitors must complete entry procedures at the secretariat of the organising committee before the start of the first race. A Late entry fee of an additional 30%+ of the above rates will be added at the organisers discretion for all entries received after May 15th.
8. EQUIPMENT
Mistral Class: At registration on site, Mistral O.D. could be given 7.4 sails.
Hobie Cat Class: At registration on site, Hobie Cat 18’ could be given sails.
NB - No alteration to supplied equipment is permitted even if it does not comply to Class and Measurements Rules without the authorisation of the organisation.
9. MEASUREMENT
It is the responsibility of each owner/competitor to ensure that his/her equipment conforms to Class Rules. Measurement and equipment checks may be made throughout the event.
10. SAIL INSIGNIAS
All Sails should comply with the new national letter system according to the RRS 77 and App. H. No national letters will applied for Laser, Hobie Cat and "A" Classes.
11. BUOYANCY
Competitors may be required to wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg. uninflated, in fresh water. The buoyancy shall be tested with a metal weight of 4kg. which shall remain supported for a minimum of 5 minutes.
For Laser Class, buoyancy aid must be dressed in all races.
12.LIABILITY
Competitors take part in races at their own risk. The LOA and the participating Class Organisations or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them, is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.
13. COURSES
Competitors should note that races may be started/finished from the beach. Courses and starting procedures will be planned and communicated at the daily skippers meeting. The Olympic Course (Trapezoidal) will be used but other courses may be sailed depending on the decision of the Organising Committee.
Laser course will be in accordance with standard S.I..
14. SCORING
The RRS low points scoring system (App. A 2) will apply.
15.INTERNATIONAL JURY
An International Jury will be appointed in accordance with the RRS 70.4 . Their decisions will be final and cannot be appealed.
16. SAILING INSTRUCTIONS
The sailing instructions will be available to competitors at the registration desk at the race office starting from the 3/06/99 at 1600hrs.
17. RESULTS AND PRIZES
Mistral Class: All races (Nations Cup and Sicily Grand Prix) will be scored for the whole event and different Rankings will be produced as follows:
a) General individual Wind  World Festival Ranking List (Awarded the first 10 male and 5 female);
b) Nations Cup Ranking List (Awarded the first 3 Nations) -. The two best final results from the general Ranking List of the competitors from the same Nation, will count for scoring the best Nations;
c) Mistral Sicily Grand Prix Ranking List (Awarded the first 5 male and 3 female) - Also 3 Master male (over 35) and 1 Master female (over 30), 3 Youth male and 1 Youth female, will be awarded. Competitors racing only Saturday and Sunday will be, anyway, included in Wind World Festival Ranking List scored by DNS for preceding days races.
Hobie Cat, Class A: There will be a single ranking list for competitors sailing in the Class. Only the first 5 competitors, sailing in each Cat Class, will be awarded.
Laser: In accordance with Italian standard sailing instructions.
Others trophies could be awarded for the single winner of the races.
Night Race: There could be a prize-money at the discretion of the Organising Commitee
18. ADVERTISING
The event is classified as a “C” category event. All competitors when racing, must wear a racing shirt supplied by the organisation; both sides of the sails will be used only for the event sponsors. Each competitor must check the sponsor stickers before racing; it is their own responsibility to be sure that the sponsor logo is visible when racing. No others personal sponsors can be carried on the sails if not authorised by the organisation in advance.
At the discretion of the Organising Committee any competitor can be chosen in any moment before the race, to carry a video camera on the rig or on the board in a way that will not obstruct the normal sailing.
19. FACILITIES FOR ATHLETES AND JOURNALISTS
Special travel facilities will be available for competitors coming from foreign countries according to their racing results. Members of national teams and journalists can apply for special facilities to Albaria Windsurfing Club. The organising Club will consider all requests and will answer by letter or fax.
According to the Organising Committee decision Prizes could include:
differents prizes-money for each Class, sailing equipment, the reimbursement of travel and/or accommodation expenses, a daily maximum reimbursement for participation to the event, others prizes in cash or in materials.
20. ACCOMMODATIONS AND TRANSFERS
Requests for accommodation shall be sent to the Organising Club at the attention of Mrs Linda Scalisi.
It is possible to reach Mondello by air (Punta Raisi airport Palermo -20 km from Mondello or Catania airport - 200 km. away), by ferry from Genoa, Livorno, Napoli and Cagliari, by train to Palermo Central Station. There will be a free transportation service for competitors, boards and equipment between Punta Raisi Airport and Mondello. For reservation, please use the transfer form and
send it to Albaria.
21.SOCIAL EVENTS AND RULES
There will be a large social event schedule during the Wind World Festival ‘99. Details will be shown in the race program you will get at your entry. The official ceremony will be compulsory for all competitors.
All competitors shall take their social tickets for the daily social events at the regatta secretariat.
