Albaria Beach Club, the Local Organising
Authority (LOA), is pleased to invite RS:X sailors to take part in the
2008 RS:X European Open Team Racing Championships and RS:X, Mistral,
Techno 293, Raceboard sailors to take part in 2008 Sicily Grand Prix in
co-operation with Italian Sailing Federation (FIV) under specified
conditions laid down by the Relevant Class Associations in co-operation
with ISAF
from
12th May 2008 to 18th May 2008
1. RULES
This is an ISAF sanctioned event governed by:
1.1 The rules as defined in the Racing Rules of Sailing (RRS)
1.2 for the European Open Team Racing Championship also including
Appendix D changed as follows:
a) D1.1(a) and (b), are deleted.
b) change D2.1(a) to read: “The third sentence of rule 61.1(a) and B7.1(a)
are deleted.”
c) change D2.1(b) to read: A boat that while racing, may have broken a
rule of part 2 (except rule 14 when she has caused damage or injury) may
take a penalty complying with rule 44.2 as changed by App. B2.1(c)
d) In D5.1 replace ”display a red flag” with “inform race committee”.
1.3 No National Authority prescriptions will apply.
1.4 The relevant Class Rules will apply.
1.5 If there is a conflict between the Notice of Race and the
Sailing Instructions (Sis), the SIs will take
precedence.
1.5 If there is a conflict between languages the English text
will take precedence.
2. ADVERTISING & SAIL INSIGNIAS & NATIONAL FLAGS
2.1 Advertising will be Category “C” in accordance with ISAF
Regulation 20.
2.2 Competitors may be required to carry advertising for event
sponsors.
2.3 For RS:X, the maximum area on the sail that the event
sponsor’s branding may occupy is 300mm x 1000mm and shall be placed
immediately below batten #5 and as close to the clew as possible.
2.3 National letters and sail numbers shall comply with Class
Rules.
2.4 Competitors may also be required to wear a Lycra vest
carrying the event sponsor’s name(s) / logo (s) as supplied by the LOA.
3. ELIGIBILITY AND ENTRY REGULATIONS
3.1 Team entries shall meet the requirements of ISAF Regulation
19 – Eligibility Code and shall be agreed by the LOA.
3.2 For RS:X European Open Team Racing Championships, teams shall
be formed of two men and one woman only. Entry is limited to 16 teams.
3.3 Competitors shall be members of a relevant National Class
Associations or of relevant Class International. National Class
Associations (NCA) shall be in good standing.
3.4 Class membership formalities can be completed on site.
3.5 Entries shall be made and paid for on line through the event
micro-site at

3.6 Entries shall be made until the 10/05/2008. Late entries may
be accepted according to the decision of the LOA. Not entry fee is due
for the competitors competing in the EOTRC and the Sicily Gran Prix.
3.7 Competitors shall provide the following documentation prior
to completing registration formalities on site:
o Original Entry Form (Form 1 – Download)
o Evidence of valid third party Insurance
o Parental / legal Guardian Assent (Form 2) if needed
o Measurement Form signed by the Official Measurer
3.8 Coaches and team support personnel shall provide the
following documentation prior to completing registration on site:
o Original Regatta Entry Form (Form 4 – Download)
o Boat Driving Licence (if applicable)
o Evidence of Boat Insurance (if applicable)
4. FEES
4.1 For RS:X European Open Team Racing Championships, there is no
entry fee. There will be no fee for Coaches and team support personnel.
4.2 For Sicily Grand Prix, the entry fee is 25,00 Euro.
4.2 Payment shall be made in Euros. No other currency will be
accepted.

4.4 Entries made on site shall be made in cash only. No other
form of payment will be accepted.
5. EVENTS
5.1. 2008 RS:X European Open Team Racing Championship
5.1.1 The Event shall be a single discipline course racing event
for teams only.
5.1.2 The first Team in the Final Standing shall be the 2008 RS:X
European Team Racing Champion.
5.2 2008 Sicily Grand Prix
5.2.1 The Event shall be a single discipline course racing event for
RS:X, Techno 293, Mistral and Raceboard.
5.2.2 The first competitor in each class/division shall be 2008
Sicily Grand Prix Champion.
6. RACING FORMAT
6.1 2008 European Open Team Racing Championships
6.1.1 The Event will be held between 12-18 May 2008 as shown in NoR
#7.
6.1.2 Each Team shall comprise 2 men and I woman.
6.1.3 Teams shall race in a round robin, the top 4 teams on the
scoring ladder will go through to the semi finals from where the two
winning teams will compete in the final which shall be the best of three
races.
6.1.4 Racing shall be umpired on the water. RRS D2.2 will apply
changed as follows:
a) In D2.2(a) replace “31.1” with “31” and delete “,42” and
“conspicuously displaying a yellow flag and”
b) In D2.2(c) replace “Two-Turns Penalty” with “one 360 turn with no
requirement for tacks or gybes”
c) In D2.2(d)(1) replace “31.1” with “31” and delete “or 42,”.
6.2 2008 Sicily Grand Prix
6.2.1 The Event will be held between 16-18 May 2008 as shown in
NoR #7.
6.2.2 The Event shall be a single discipline course racing event
for RS:X, Techno 293, Mistral and Raceboard.
6.2.3 A minimum of 1 race is required for a valid event in that
Class.
6.2.4 For each class, maximum number of races a day will be 2 and
total number of races will be 6.

7.2
The
warning signal for the last race of each day shall not made with 2 hour
of the officials sunset time
8. MEASUREMENT
8.1 Each competitor shall ensure that his/her equipment complies
with the current Class Rules.
8.2 Measurement and equipment checks may be made throughout the
event.
8.3 Competitors and their equipment shall be on site before the
measurement begins and shall complete equipment checks before the
Skippers Meeting.
9. EQUIPMENT
9.1 All competitors shall bring their own equipment unless
advised otherwise when their entry is confirmed by the LOA.
10. SAILING INSTRUCTIONS
10.1 The Sailing Instructions will be available at registration
as well as the Event Program scheduling social events.

12. COURSES
12.1 The Team Racing course is shown in Appendix 1.
12.2 Sicily Grand Prix course will be shown in the Sailing
Instructions.
13. SCORING
13.1 2008 European Open Team Racing Championships
13.1.2 Teams shall score as per the points shown in Appendix 2.
13.1.3 A scoring ladder will be established.
13.2 2008 Sicily Grand Prix
13.2.2 The Scoring System will be Low Point Scoring System in
accordance with RRS B8.3(a)
13.2.3 If up to 4 races are completed, the boards score will be
the total of her series scores.
13.2.4 If 5 or more races are completed, a board’s series score
will be the total of her race scores excluding her worst score.
14. INTERNATIONAL JURY
14.1 An International Jury will be appointed in accordance with
the RRS Appendix N.
14.2 Their decisions will be final and cannot be appealed,
according to RRS 70.4.
14. COACHES, COACH&SUPPORT BOATS
14.1 Coach boats will be available for charter on a first come,
first served basis. Please apply to the organisers for costs and
availability.
14.2 Boats’ drivers shall register and provide the LOA with their
driving licence and proof of insurance as well as details of their boat
and the board(s) they support.
14.3 Support boats shall also clearly display their national 3
letter country code in black on a white background either on a flag of a
minimum of 50cm x 40cm in size or on the cover of their
outboard engine.
15. BERTHING
15.1 On completion of registration and continuing until the end
of the regatta, when ashore (other than when launching and retrieving),
all boards shall be kept in their assigned places at Albaria. Removal of
any board from the regatta site shall require prior written approval
from the jury. Access to boards in the board storage area during certain
hours, including hours of darkness may be restricted.
15.2 Unless otherwise directed by the LOA, all competing boards
and equipment shall be launched and retrieved from the designated area
at Albaria.
16. BOUYANCY
16.1 If personal buoyancy is prescribed every competitor and
support boat crewmember shall wear, above the waist, a jacket harness or
vest with a minimum buoyancy of 4kg uninflated in fresh water. The
buoyancy shall be tested with a ferrous metal weight of 4kg, which shall
remain supported for a minimum of 5 minutes.
17. PRIZES
17.1 Medals will be awarded to the first three Teams.
18. DISCLAIMER OF LIABILITY
18.1 Competitors take part in all races at their own risk. The LOA
and relevant Class Associations or any of their officials or
representatives or the sponsors or their officials or representatives
are not responsible, under any circumstances, for any damage, loss or
injury either ashore or on the water either to persons or equipment,
which may result.
18.2 Participation in this event, supporting events and in each
race in them is at the sole discretion of the sailor and at his/her own
risk. Notice is drawn to RRS4.
19. INSURANCE
19.1 Competitors shall possess valid third party liability insurance
with a minimum cover of 1 million Euro.
19.2 Coach and support boat drivers shall also have a valid third
party liability insurance with a minimum cover of 5 million Euro.
19.3 Evidence of insurance cover is required to be provided at
registration.
20. DRUG TESTING
20.1 Competitors are reminded of the ISAF rules and regulations
concerning the use of banned methods and substances. Drug testing may
take place during the event.
21. TELEVISION AND MEDIA
21.1 In registering for the event, competitors automatically grant
to the LOA and the relevant Class Associations the right in perpetuity
to make, use and show from time to time at their discretion, any motion
pictures, still pictures and live, taped or filmed television and other
reproductions of them, taken during the period of the event, for the
said Championship as defined in the Notice of Race and Sailing
Instructions in which he/she participates without compensation.
22. OFFICIAL CEREMONIES & DRESS CODE
22.1 Attendance at the Opening Ceremony, Prize Giving and Closing
Ceremony is mandatory.
22.2 Smart causal clothes will be worn.
22.3 The LOA reserve the right to refuse entry to those whose
standard of attire is not commensurate with the occasion.
23. MISCELLENOUS
23.1 The average conditions that can be expected in May are: wind
speeds between 5-25 knots, water temperatures 160C and air temperatures
18- 220C.
23.2 More information about the accommodation will be published
on the official event website at

23.3 The LOA will provide fights and accommodation (B&B) to teams
whose entry has been accepted. If you wish to book your own flights, the
LOA shall not be responsible for the costs unless he has approved the
costs involved prior to them being booked.
23.4 Neither the LOA nor relevant Class Associations take
responsibility for travel bookings made in error.
